06-21-2023, Electoral Board minutes MONTGOMERY COUNTY ELECTORAL BOARD Minutes June 21-27, 2023 The meeting was called to order at 9:00 am on June 21, 2023 at the Montgomery County Office of Elections at 1546 N. Franklin St, Christiansburg, Virginia. All Board members were present. Radford City Registrar Lindsey Williams was also in attendance. No members of the public were present. The Board began the canvass by confirming the certifications of 1A Envelopes containing provisional ballots. The Board next opened the 2B Envelopes to verify the documents needed for the canvass were present and in good order. The Board then began its examination of the election results. Statements of Results were reviewed. Printout tapes, ancillary forms, and statement entries were compared for accuracy. Signatures of Officers of Election were confirmed. At 10:54 am, Radford Registrar Williams departed the meeting. At 11:30 the canvass was recessed in order to deliver the 2A Envelopes to the Clerk of Court by the noon deadline. The meeting was reconvened at 1:24 pm. Secretary Williams moved to approve the minutes of the May 1, 2023 meeting. Vice-Chairman Stiles second the motion, and it was passed unanimously. The Board returned to the canvass. At 2:16 pm, Chairman Langford recessed the canvass and called the provisional ballot meeting to order in open session. Registrar Viar joined the meeting and reported that no provisional ballots were ready to consider. Mr. Langford recessed the provisional ballot meeting until Monday. Ms. Viar departed the meeting and the Board returned to canvassing the results. At 3:30 pm, the board completed its review of all available precinct materials. Mr. Langford recessed the canvass until Monday. On Monday, June 26th Chairman Langford reconvened the canvass meeting at 1:00 pm. All Board members were present. No persons were present for public address. The Board reviewed Central Absentee Precinct paperwork and machine tapes for absentee ballots dropped at the polling places on Election Day and for mailed ballots received at the Registrar’s office by the deadline for acceptance. At 1:15 pm, Registrar Viar joined the meeting and Chairman Langford reconvened the provisional ballot meeting in open session. Ms. Viar presented her research on four voters who cast provisional ballots during the election. All paperwork was in order for two Same Day Registration ballots, and they were accepted by the Board. One Same Day Registration ballot was rejected because no completed registration application could be found. One ballot completed on Election Day by an absentee voter without their mailed ballot to surrender was accepted. A provisional precinct pollbook was created. The accepted ballots were shuffled and counted by hand, and two Statements of Results were completed for the Provisional Precinct.
