02-03-2022, Electoral Board minutes MONTGOMERY COUNTY ELECTORAL BOARD Minutes February 3, 2022 The meeting was held at the Montgomery County Government Center, 755 Roanoke Street in Christiansburg and called to order at 9:00 am. All Board members were present. Registrar Connie Viar was in attendance. Vice-Chairman Sills moved to approve the minutes of the January 25, 2022 meeting. Chairman Langford seconded, and the motion was passed unanimously. Secretary Williams presented the roster of Officers of Election for 2022 dated February 2, 2022. The roster contains 203 Officers with 39 Officers representing the Republican Party and 70 Officers representing the Democratic Party. 90 Officers are unaffiliated with either party. Four Officers are waiting on approval to represent a party. Mr. Sills moved to approve the roster and Mr. Langford seconded. The motion passed unanimously. The Board retains the option to approve Officers who sign up later in the year. The Board discussed the 2022 Voting Systems Security Plan. Vice-Chairman Sills recommended that details on Montgomery County polling places be updated through the year. Ms. Williams moved to approve the Plan with changes as discussed at the meeting. Mr. Sills seconded the motion, and it was approved unanimously. Registrar Viar will send a copy of the Plan to the Department of Elections (ELECT). Registrar Viar reported that a vote for approval of the county’s redistricting plan by the Board of Supervisors is expected on March 14th, leaving her office only one week to complete changes by ELECT’s March 21st deadline. After reviewing information from the IRS, the county Human Resources Department has decided that all Officers of Election should be designated as county employees. Officers will need to complete appropriate paperwork and attend employee orientation. Ms. Viar reported that the current redistricting plan requires the use of only one of two closely located polling places: Christiansburg Church of Christ and Christiansburg Church of the Brethren. The Board discussed the pros and cons of each location and agreed that Church of the Brethren should continue as a polling place. Vice-Chairman Sills reminded the Board that some paper and electronic records kept by the Board should be disposed of according to the Library of Virginia Records Retention Guidelines and volunteered to go through the files.
