07-22-2022, Electoral Board minutesMONTGOMERY COUNTY ELECTORAL BOARD Minutes July 22, 2022 The meeting was held at the Montgomery County Government Center, 755 Roanoke Street in Christiansburg. Chairman Langford called the meeting to order at 10:00 am. All Board members were present. Registrar Connie Viar was in attendance. Montgomery County resident Kenneth Stiles arrived at 10:02 am. Secretary Williams moved to approve the minutes of the June 28, 2022 meeting. Vice-Chairman Sills seconded, and the motion was passed unanimously. Registrar Viar reported that the Board of Supervisors approved the relocation of the Registrar’s office and Central Absentee Precinct to 1546 North Franklin Street, Christiansburg, VA 24073 at its July 11th meeting. The ordinance related to the move has been sent to the Attorney General’s office for approval. The Department of Elections (ELECT) has approved the county’s redistricting updates in VERIS. Thirty- five ADA compliant Unisyn Freedom Vote Tablets have been received. The date for acceptance testing has not been set. Ms. Viar provided Board members with a copy of Unisyn’s Acceptance Testing Check List. She will reach out to the voting machine vendor, Election Systems Online, for additional information requested by the Board. ELECT has provided some guidance related to Section 24.2-124.1 (SB80/HB205) which prohibits the acceptance of certain funding and services by state and local elections officials. The Unisyn User Group met on July 15th and continues to work on guidelines for election night reporting. Ms. Viar and Chief Deputy Registrar Trina French will be attending training in Staunton on Tuesday, July 26th. County registration updates based on returned NCOA postcards have been delayed due to a mailing error by ELECT. Ms. Williams led a discussion of updates to the training presentation for new Officers of Election. Based on feedback from the meeting, she will prepare new draft for further review. The Board discussed establishing a public address policy for its meetings. Mr. Langford will revise the policy used by the Board of Supervisors in order to meet the needs of the Electoral Board for consideration at the next meeting. At 11:22 am, Registrar Viar and Mr. Stiles departed the meeting. Mr. Langford moved to enter a closed session in accordance with Section 2.2-3711 of the Code of Virginia to carry out the annual performance review of the General Registrar. Ms. Williams seconded, and the motion was passed unanimously. The closed meeting ended at 11:39 am, and the Board returned to open session. Mr. Langford moved to certify the meeting in accordance with Section 2.2-3711 of the Code of Virginia. Mr. Sills seconded the motion, and it passed as follows: Chairman Langford, aye; Vice-Chairman Sills, aye; Secretary Williams, aye. Each member certified that to the best of their knowledge only public business lawfully exempted from opening meeting requirements was discussed in the closed meeting and that only such public business matters as were identified in the motion conveying the closed meeting were heard, discussed, or considered.
