MONTGOMERY COUNTY ELECTORAL BOARD
Minutes
March 1, 2022
The meeting was held at the Montgomery County Government Center, 755 Roanoke Street in
Christiansburg. Chairman Langford called the meeting to order at 9:00 am. All Board members were
present. Registrar Connie Viar was in attendance.
Vice-Chairman Sills moved to approve the minutes of the February 3, 2022 and February 14, 2022
meetings. Chairman Langford seconded the motion, and it passed unanimously.
The county redistricting committee has received feedback, some of which was negative, regarding the use
of the Village Center facility at Warm Hearth Retirement Community as the polling location for Precinct
E-1. The Board discussed the use of Prices Fork Elementary as an alternative to the Warm Hearth facility.
Vice-Chairman Sills moved to approve Prices Fork Elementary for E-1, and Secretary Williams
seconded. The motion was passed unanimously.
Concerns have also been raised about the use of the Christiansburg Recreation Center facility as a polling
place for both Precinct B-4 and Precinct B-5. The Board discussed the pros and cons of two alternative
locations, Christiansburg High School and Trinity Community Church. Mr. Sills moved to approve
Christiansburg High School as the B-5 polling location. Ms. Williams seconded the motion, and it was
passed unanimously.
Registrar Viar reported that the county redistricting plan has unintentionally left one precinct with both
town voters and county voters. Ms. Viar consulted the Virginia Department of Elections and received
confirmation that this split would be allowed under law without requiring Montgomery County to seek a
waiver each election.
The Board briefly discussed backup, emergency polling locations, and Secretary Williams agreed to
prepare a list of recommend facilities for the Board’s consideration and approval at a later date.
Registrar Viar reported that the Minimum Security Standards (MSS) Compliance Checklist and the
Nationwide Cyber Security Review (NSCR) have been completed. Self-assessment with the Election
Infrastructure Assessment Tool (EIAT) is in progress. Philip Martin, IT Department Director, will update
the Board mid-summer on the county’s conformance with cybersecurity requirements.
The Board of Supervisors will hold the public hearing on the redistricting plan on March 14th. The
redistricting committee will be in attendance.
Ms. Viar noted that the delivery of equipment cages for the five new precincts will create space issues at
the storage facility. A search for new storage space is ongoing.
