MONTGOMERY COUNTY ELECTORAL BOARD

September 19, 2022
The meeting was held at the Montgomery County Government Center, 755 Roanoke Street in
Christiansburg. Chairman Langford called the meeting to order at 9:01 am. All Board members were
present. Registrar Connie Viar was in attendance.
Mr. Langford welcomed new member Kenneth Stiles to the Board. In accordance with the Code of
Virginia, Section-24.2-106, Secretary Williams moved to organize the Electoral Board with members
holding the following positions: Richard Langford: Chairman; Kenneth Stiles: Vice-Chairman; and
Carroll Williams: Secretary. Mr. Stiles seconded, and the motion was passed as follows: Mr. Langford:
aye; Mr. Stiles: aye; Ms. Williams: aye.
Ms. Williams moved to approve the minutes of the July 22, 2022 meeting. Vice-Chairman Stiles
seconded, and the motion was passed unanimously.
Mr. Stiles moved to appoint twenty-six new Officers of Election for the current term ending February 29,
2024. Ms. Williams second the motion, and it was passed unanimously.
Secretary Williams presented a list of topics to address during training of Officers of Election for the
November 8, 2022 General Election. Registrar Viar discussed Same Day Voter Registration which will be
in effect for the first time at during the November election. Additional training will be provided to
Officers to assist with the accurate completion of registration forms. Vice-Chairman Stiles recommended
placing a notice of the registration deadline on the Virginia Tech “Canvas” website which students
regularly consult.
Chairman Langford presented a draft Public Comment Policy for the Electoral Board. Mr. Stiles moved to
adopt the policy. Ms. Williams seconded the motion, and it was passed unanimously. The policy will be
posted on the county website.
Registrar Viar reported that the open Deputy Registrar position has been filled. Over 2200 absentee
ballots were mailed out ahead of the deadline, including forty-two which were sent electronically. Ms.
Viar and Chief Deputy Trina French will attend training offered by Election Systems Online on the new
high-speed mini-scanner to be used in the Central Absentee Precinct. Renovations at B-5 Trinity
Community Church may continue up until Election Day. Associate Pastor Cockram has asked to meet at
the church to discuss the polling space. B-5 Chief Officer Guillermo Ortega will be invited to attend. Ms.
Viar briefly reported on the lease and renovation of the new Office of Elections site at 1546 North
Franklin Street in Christiansburg.
