The meeting was called to order at 9:00 am on November 9, 2022 in Multipurpose Room 1 at the Montgomery
County Government Center, 755 Roanoke Street in Christiansburg. All Board members were in attendance. No
members of the public were present.
The Board began the canvass by confirming the certifications of Envelopes 1A containing the provisional
ballots. At 9:45 the Board paused its work with the 1A Envelopes and reviewed the contents of each precinct’s
Envelope 2 to verify the documents needed for the canvass were present and in good order. At 10:58 the canvass
was recessed in order to deliver the 2A Envelopes to the Clerk of Court by the noon deadline.
The canvass was reconvened at 1:05 pm and the Board returned to its review of the 1A Envelope certifications.
At 2:00 pm, Mr. Langford called the provisional ballot meeting to order. Registrar Viar joined the meeting and
reported that research on provisional ballots was not yet complete. Mr. Langford recessed the provisional ballot
meeting until Monday, November 14th and Ms. Viar departed the meeting. After finishing its work with the 1A
Envelopes, the Board began its examination of the election results. Statements of Results were reviewed.
Printout tapes, ancillary forms, and statement entries were compared for accuracy. Signatures of Officers of
Election were confirmed. The canvass was recessed at 4:55 pm.
On Thursday, November 10th Chairman Langford reconvened the canvass at 9:45 am. All Board members were
present. No members of the public were in attendance. Vice-Chairman Stiles moved to approve the minutes of
the October 25, 2022 meeting. Mr. Langford seconded, and the motion was passed unanimously. The Board
continued reviewing the results of the November 8th election and recessed for the day at 2:30 pm.
On Monday, November 14th Chairman Langford reconvened the provisional ballot meeting at 9:00 am in
Multipurpose Room 2. All Board members were present. Registrar Viar was in attendance. No members of the
public were present. The Board agreed to hold the provisional ballot meeting in open session.
Registrar Viar presented her research on 20 voters who cast Same Day Provisional Ballots during the early
voting period. There were no issues with the voters’ registration forms and the voters had not cast ballots
elsewhere in Virginia. The Board voted unanimously to accept all 20 provisional ballots. A provisional ballot
pollbook was created with the names of voters whose ballots were approved. Ms. Viar then presented her
research, precinct by precinct, on 596 voters who cast their provisional ballots on Election Day.
Of the 616 provisional ballots cast for the November 8, 2022 election, the Board voted to accept 597 and reject
19. Of the 597 accepted ballots, 542 ballots were cast by voters choosing to do Same Day Registration, 53 were
cast by absentee voters who did not have their mailed ballot to surrender when coming to the polling place, and
one ballot was cast by a voter who was not found in the pollbook. Of the 19 provisional ballots rejected, three
voters were not registered in Montgomery County, eight voters did not submit a properly completed application,
six voters did not cast their provisional ballot in the correct precinct, and one voter was marked as having
already voted. One ballot had been voided on Election Day so the voter could cast their provisional ballot in the
proper precinct. The provisional ballot meeting was adjourned at 10:45 am.
On Tuesday, November 15th the canvass was reconvened at 12:56 pm. All Board members were in attendance.
Registrar Viar and Chief Deputy French were also present. The Board reviewed the post-Election Day
Statements of Results and machine tapes for the Central Absentee Precinct which reported the results of mailed
absentee ballots received by the deadline and completed absentee ballots dropped at the polling places on
Election Day.
The canvass meeting was adjourned at 1:40 pm.
