MONTGOMERY COUNTY ELECTORAL BOARD
Minutes
June 30, 2021
The meeting was held at the Montgomery County Government Center, 755 Roanoke Street in
Christiansburg, and called to order at 1:00 pm. All Board members were present. Registrar Connie Viar
and Karen Jones, representative of the Montgomery County - Radford City - Floyd County NAACP, were
in attendance.
Secretary Williams moved to approve the minutes of the March 24, 2021 meeting. Chairman Langford
seconded, and the motion was passed with all members voting aye. Ms. Williams moved to approve the
minutes of the June 9 through 11, 2021 meeting. Vice-Chairman Sills seconded the motion, and the
motion was passed with all members voting aye.
Chairman Langford recognized Ms. Jones of the local chapter of the NAACP. Ms. Jones spoke in support
of increasing access to voting. Ms. Jones, Registrar Viar, and the Board discussed the opportunities and
challenges created by recent changes in election law. Ms. Jones offered the assistance of her organization
in achieving Montgomery County’s election objectives. She departed the meeting at 1:45 pm.
Ms. Viar presented the Registrar’s report. The Board of Supervisors approved a resolution seeking
approval for the use of split precincts in the upcoming November election. A waiver request has been
submitted to the Department of Elections. The organization Democracy Works is making changes to its
Ballot Scout tool for tracking mailed ballots in order to improve voters’ experiences. Sharon Brockman
has taken on the role of acting Chairperson for the Montgomery County Republicans. At the end of June,
1204 inactive voters were removed from the voter rolls.
The Board and the Registrar discussed the conduct of the June 8, 2021 Democratic Primary using
information from Election Day Incident Reports, Officer evaluations, and Board member notes. Areas for
improvement were noted. At 2:15 pm, Vice-Chairman Sills moved that the Board enter a closed session
for the purpose of evaluating the Officers of Election who served for the June 8th primary.
The Board exited the closed session at 2:41 pm. Chairman Langford moved to certify the meeting stating
that only public business lawfully exempted from open meeting requirements was discussed and only the
matters identified in the motion to close the meeting were heard. Secretary Williams second the motion
and it was passed as follows: Chairman Langford, aye; Vice-Chairman Sills, aye; Secretary Williams,
aye.
Under other business, Registrar Viar noted that expansion of the Registrar’s office space is being
considered as a capital project.
The meeting was adjourned at 2:53 pm.
