11-03-2021, Electoral Board minutesMONTGOMERY COUNTY ELECTORAL BOARD Minutes November 3 - 5, 2021 The meeting was called to order at 8:36 am on November 3, 2021 in the Registrar’s office at the Montgomery County Government Center, 755 Roanoke Street in Christiansburg. All Board members were present. The Board sorted election envelopes from each precinct. Envelopes were opened to confirm documents needed for the canvass were present and in good order. At 11:00 am, the canvass meeting was recessed so the 2A Envelopes could be delivered to the Clerk of Court. Chairman Langford reconvened the canvass at 1:05 pm in Multipurpose Room 2 at the Government Center. Two Authorized Representatives, Ross Tullis of the Youngkin Campaign and David Nutter of the Montgomery County Republican Party, and a Montgomery County provisional voter were present. The Board began the canvass of results. Statements of Results were reviewed. Printout tapes, ancillary forms, and statement entries were compared for accuracy. Signatures of Officers of Election were confirmed. Mr. Tullis departed the meeting at approximately 1:50 pm. At 2:00 pm Registrar Connie Viar joined the meeting. Chairman Langford recessed the canvass meeting and convened the provisional ballot meeting. Secretary Williams moved that the Board enter a closed session per Section 24.2-653.01 of the Code of Virginia to discuss the qualifications of the provisional voters. Vice-Chairman Sill’s seconded the motion and it passed unanimously. After the Board heard individually from four provisional voters, Registrar Viar presented registration and voting history information on the remaining 78 provisional voters. At 4:10 pm, Ms. Williams moved to exit the closed session and return to open session. Vice-Chairman Sills seconded, and the motion was passed. Ms. Williams then moved to certify the closed meeting per Section 2.2-3711 of the Code of Virginia, confirming that to the best of each member’s knowledge (i) only public business lawfully exempted from open meeting requirements by Virginia law were discussed in the closed meeting to which the certification applies, and (ii) only such public business matters as were identified in the motion conveying the closed meeting were heard, discussed, or considered by the Board. Mr. Sills seconded, and the motion was passed as follows: Chairman Langford, aye; Vice-Chairman Sills, aye; Secretary Williams, aye. The Board voted in open session to approve six provisional ballots and reject 32 ballots. Decisions on the remaining 44 ballots were deferred until the Friday noon deadline to receive voter identification and late absentee ballots. Chairman Langford recessed the canvass and provisional ballot meetings at 4:35 pm. On Thursday, November 4th, the canvass was reconvened at 9:33 am in Multipurpose Room 1 at the Government Center. All Board members were present. No Authorized Representatives or members of the public were in attendance. The Board continued canvassing the results of the election. Mr. Langford recessed the meeting at 5:34 pm. On Friday, November 5th, Chairman Langford reconvened the canvass meeting at 1:45 pm in Multipurpose Room 2. All Board members were present. Authorized Representatives Ross Tullis of the Youngkin Campaign and David Nutter of the Montgomery County Republican Party were in attendance. Minutes of the August 30, 2021 and September 7, 2021 meetings were approved. Registrar Viar joined the meeting, and Mr. Langford called the provisional ballot meeting to order in open session at 2:00 pm. Chairman Langford went through the list of provisional voters, noting decisions made previously on November 3rd. The Board voted to accept the provisional ballots of absentee voters after Ms. Viar confirmed no ballot had been received by the Friday noon deadline. The Board voted to reject the provisional ballots of two voters who did not provide acceptable identification by the deadline. Of the 82 provisional ballots cast on November 2, 2021, the Board voted to approve 49 ballots. 33 ballots were not counted because five voters were not registered in Virginia, 23 voters were registered in a different locality, three voters cast their ballot in the wrong precinct, and two voters did not provide an acceptable form of identification. A provisional ballot pollbook was created with the names of voters whose ballots were approved. Mr. Tullis departed the meeting at 3:10 pm. Mr. Nutter departed at 3:50 pm. The provisional ballot Meeting was recessed at 4:15 pm, and the Board returned to the canvass to review the Central Absentee Precinct’s Post-Election Day paperwork and results. At 4:30 the Board completed its canvass of the Central Absentee Precinct and returned to the provisional ballot meeting. The 49 approved ballots were sent through a Unisyn OVO scanner for tallying. Chairman Langford and Vice-Chairman Sills completed Provisional Precinct Statements of Results.
